You reckon that they didn’t have to go through any approvals and not install sedimentation controls and rock armouring prior to pumping into that river, which as you say is the outflow from the dam which provides the town water...Those pumps full bore will take in particles 3 to 4 inches in diameter. The amount of water coming down into that river and if allowed to free flow carrying debris, would gut that outfall area and most likely end up undermining any infrastructure within decent radius of it.
