Of the money taken in an ETS the garnaut recommendations are:
50% to low income earners
30% to business
20% to new technology
(less the huge profits of whoever gets to manipulate the market)

What i don't get is, why give the money back to us and big business? isn't the point of the tax to make it hurt to use carbon?
