You may be correct! To me, it seems like a game plan for capital raising but I don't. However, one can figure out- many company does the same. Look at BIT announced break through announcement back in Oct 2018. BIT share price reached to 46c and then dropped back to 6.8 c. Many investors would have lost money and many are still waiting to see return after purchase at 46c.
So, you never know the exact IBX management plan! One page announcement today or may be CR in couple of weeks but who knows?
