Re Garbuat & emissions trading - it makes you wonder why we always have to make things seem so complex & difficult.

What do you think of this lapdog solution?
1. Leave coal, oil, gas alone but with no subsidies etc & to face the full force of economic headwinds & to reflect an evolving market price.
2. Treat the current balance as the starting point - issue licences to pollute only at current levels but with an inbuilt decay formula that requires increased efficency over time or otherwise imposes costs [ie. staged improvement with timelines!].
3. Strategic support for new & emerging greenhouse friendly energy systems & technologies - enabling solar, hydro, tidal, wind, geothermal etc. to become mainstream & thereby more cost effective ["no house or workplace in Aust will be without solar panels & double glazed windows by 2015"].
4. Global reduction of 50% in meat & whale consumption - support for farmers to swap to greenhouse friendly products such as the tequila cactii, spinach & trees [hehehehe - discloure - I am a margarita loving lacto-ouvo vegie!].
5. Emissions trading to be long term revenue neutral - not just extra taxation.
6. Make public transport almost free to users & make it work properly.
