Vol and price suggest to me that traders are sitting below the 62% Fib waiting to join a breakout trade...these set ups are a 50/ 50 bet though until price closes above the 62% Fib for a couple of days in a row ..its about then when the odds of a sustained rise increase dramatically as traders commit to a run.
