In china there is excess smelting capacity right now, so this tends to drive down prices for the ore as the smelters can buy the ore when they want it and they wait for prices for fall.

Get rid of that excess capcity and then you have the smelters actually "bidding" for ore to keep their smelters open and running....more buying demand means higher ore prices.
