I reckon they do it to manipulate the charts so that chartists do not get an accurate picture when they do their end of day calculations.
They try to make a share look weaker than it is otherwise, why not pip it up instead of down?
Also you or I have to take the next price on offer and cannot sell at a chosen price as is done here.
