He distributed on behalf of SQM. He is probably taking his product and tolling it through Sichuan until his plant is ready. Alot of converters are feeling the heat so maybe just short of cash while prices are low. Obviously happy to let some off stage 1 go and maybe try and get the rest from stage 2 after he ramps up
