Some companys play off investor ignorance in this area - flashing around big numbers, but masking the the resource confidence in them. Beware Scoping Studies on Inferred Resources - they mean jack, and are largely a waste of shareholder money.
Im not implying this is the case with CQT.
But to answer your question, then a resouce update (upgrade or downgrade) is certainly material to the share price, and should fall under CD guidelines.
