knowing Chinese, they could act fast or slow. they could buy for their more immediate needs while they negotiate for rest.
But , its not just the Chinese.
So many projects seem to be coming out of the blue. eg Gulf of Mexico.
The big upside surprise is inevitable. Could happen before tomorrows open, next week, next month etc.
In mean time small projects should soon reach break even.
