It's a great point about potential delays, and we've come to expect this. However, for what it's worth, Richard Irving was keen to point out to all-comers at the AGM that the difference between San Quintin and Abidjan is the lack of political risk. San Quintin was held up when a number of opposition deputies (in a Mexican election year) decided to legally oppose the vote where PPP funding was approved in the Mexican parliament. It went to the Mexican supreme court which meant a months-long timeframe before it could be ticked-off 100%. In the case of Abidjan the relevant ministers have all signed off on the project and how it's being funded, it's a go so long as ASHRA and the Israeli Discount Bank don't renege on their pre-agreed terms - which I find unlikely. In the announcement at the time, the Ivory Coast Minister for Water specifically mentioned Fluence's expertise in not only in terms of executing the construction, but also in arranging the export credit financing for the project. Unless something fundamentally disruptive happens, I reckon it's a done deal. Hopefully no dramas.
