I think I'm correct in saying that, Peter responded to a question in that regard at the AGM, and said within the next 2/3 weeks the Logic Design would be handed over...so that time frame has since passed.
I would suggest emailing Levinson or Wilks and ask the question directly, they work for the shareholders, or maybe they don't !
