The more I think about it and although I don't have an explanation, there HAS to be another explanation. First, they didn't mention having been through the primary target. Secondly, its not even a price sensitive announcement. Surely if traces of oil in algebuckina was price sensitive then missing (or going through) a primary target needs to be price sensitive.
