legal definition of a head of agreement:

"A set of heads of agreement, heads of terms or letter of intent is a non-binding document outlining the main issues relevant to a tentative sale, partnership or other agreement."

the market could read this one of two ways;

firstly a non binding agreement between LCK and CNE to fund a JV
secondly the bears out there could just see this as more fluff.

I prefer the former and is certainly a step in the right direction for the company. Lets see how the market reacts
