I'd have been better to say that the question is "whether this is an insignificant correlation rather than a causation".
It is fabricated in the sense that there is a correlation between any two cycles. You just change the periodicity by some factor and viola, the cycles will line up. Planets orbit. There is a cycle there. By choosing two particular planets and the distance between them you have effectively done some math to create a different cycle time based on the periodicity of the two planet orbits.
There is no evidence that means anything or that it affects the weather.
But you appear to be jumping to the conclusion this is causitive.
