Malaysian Governement plan is a long term plan (it's at least 4 years).
Governement wants to be ensured Lynas is fulfilling during all this time all the conditions they are imposing accordingly to an agreement between both parties.
License renovation is just a control mechanism.
Implicit message is that if Lynas complies with those conditions, Governement HAS TO go renewing the license during these 4 years given by themselves.
Lynas commitment is serious enough to fulfill these expectations.
These are very very good news at the end that market should reflect tomorrow in a very POSITIVE way.
