Backloading would be an option for partial removal, as I understand it concentrate is trucked from Port of Singapore, containers only need a placard at Malaysia border where the load morphs to a dangerous good for transportation purposes.
Singapore updated their NORM reg's along with most of the developed world way back, so anything <10bq doesn't transform them to gibbering idiots.
One thing I'm totally confident off is that AL & team will canvas every cost effective/sustainable option before any final decision is made.
