Apparently it happens to small companies in USA where more than the total shares on issue are shorted (given some are 'naked') - so certainly, such shorting is blatant manipulation and a self-fulfilling guess as to the direction the share price will take.
Because 'longs' can't do the equivalent, then the playing field is tilted toward the shorters!! Agree with beermee.
