getting sample count of traffic: 21st and 28th

Thinking about taking a sample of traffic numbers coming through East Link tunnel on Monday 21st July(toll free) and then again on Monday 28th July(1st weekday of tolls being charged).

Then comparing the numbers, to get the drop in traffic after tolls introduced. Won't be precise, but will give an indication of % drop if sample taken over exact same time of day. Could give us the edge on the market, which will only find out traffic numbers via announcement, a month after tolls start. Taking sample from only one place will obviously have it's drawbacks, in regards not knowing when each vehicle entered Eastlink(ie revenue earnt per trip).
