The irony of it all, IIRC, before the student immigration infestation there was no HECS debt. Most of these students work more than 20 hours breaking their Visa conditions and the govt knows this. Take the 7eleven pay dispute, the students did not pay any tax, not only were they compensated but probably given their PR as well. Just another insult to injury to the honest Australian tax payer.
