From my understanding it does not dnbuck, nor does it factor in the possible reductions of open pit mining from dalmacia and the much shorter distance or ecomonies of scale etc. Management is on record as saying these things will reduce costs further I believe although I am not 100% about this and I don't think management can provide an accurate figure factoring such variables in at such an early stage, as none has been released.
