State Gov has been caught out with some serious environmental messes & mine sites that can’t be easily on sold to pay for the cleanup caused by mining Co’s that fall over/liquidate/vanish. Eg Ellendale Diamond mine.
They’ve learnt that lesson and are a lot more ruthless in applying measures to stop that. Eg the Bonds.
I’m assuming it’s being applied across the board then negotiated down from there by individual Co - hense why it would be an expected cost & in the BFS - IMO & could be different reason.
