you might be right. However, I can only think of the alternative 'sinstering' approach to agglomerating iron ore fines. The latter approad is far more expensive environmentally and energy too (i think). Furthermore the pig iron resulting from APG technologies is likely to be better.
Think of all teh iron ore fines that are unsuitable for sale - I understand it to be quite a substantial amount. Upgrading to pig iron would substnaitially increase mine output - particualrly NW Oz
