"On 16th July 2019 the PDCL released a public statement reaffirming that the SMLOLA was not an approved organisation under the Bougainville Mining Act 2015, and therefore lacked the authority to speak on behalf of, or represent, Panguna landowners. This was followed by a formal notice and petition from Customary Heads to the SMLOLA’s chairman calling on the association to cease claiming to be an entity that has the authority to represent landowners."
It's interesting to note that RTG muddied the waters in its recent report by referring to "customary" landowners.
It's disheartening that these divisions (fueled by the intervention of RTG in 2017) should exist 30 years after the mine closed. We should be optimistic that the appointment of another Bougainvillean (David Osikore) to the BCL Board, together with the respectful way that BCL is going about its business, will go some way to resolving this impasse.
