mastercard will help clients develop product for the sole aim of increasing their card usage - they wont want a cut of Bundll.
in my experience the scheme companies will own any core IP and allow anyone memeber who wants to leverage the functionality access to the APIs.
they i assume have just signed a deal with Flexi to ensure they can provide the product.... mastercard will be paranoid about their brand
