It's not about the dilution effect though. It's about the underlying performance metric that the shares are being issued under. If management wants shareholders and the broader market to get behind them and start having confidence in them, they need to stop pulling off things like issuing 'performance shares' (read bonuses) to themselves that offer no benefit to the shareholders whose money they're so eagerly taking.
