The scam works like this; Spivs all over Australia have set up bogus colleges. They teach dribble with meaningless qualifications. They are on the outskirts of the CBDs. A foreigner pays the spivs for a "course" at one of the bogus colleges and gets a student visa.

The spiv keeps the fee. The "student" drives taxis for a while then applies for permanant residency then citizenship and sponsors his family out.

The spivs are selling citizenship cheap.

The spivs all work here:

They have zero idea how to grow GDP per capita and rely on increasing the population instead. They also don't live anywhere near when the new arrivals are sent and have no worries about their own pensions.
