import and export licenses

Hey guys,
My friend has just come in contact with an individual who she says has claimed to possess;

Federal import and export licenses of marijuana as well as a license to cultivate THC and CBD products

She claims she doesn't want to pry in his his business and won't reveal the name of the company he apparently owns....

For sake of privacy I won't reveal his name but it all sounds a bit fishy to me.

Does anyone know where I can find records of such licenses? I assume they would be of public record.
