Indeed, and when looking at how this deal is structured .. Fluence have the Israel Govt acting as a guarantor, that is if the Ivory Coast Govt cannot pay the Israel Discount Bank, ASHRA will step in and make the payments.
I would say this is akin to you going to Westpac and applying for a loan that is backed by the NSW Govt as guarantor. I'd say Westpac would be more than happy to lend to you.
