The financial close process should really be a tick the box process, something that a well run organisation should excel at.
The Ivory Coast national government is very stable and the President has been in power since 2011 (re-elected in 2015) with the next election in Oct 2020.
I am sure the national government would want to use this project as an example of why it should be re-elected in October next year.
A far cry from what was happening in San Quintin local government of Mexico.
