If this is true then the tug of war comes in to play.
Existing shareholders and the company want the price higher yet potentially interested placement buyers will want the price lower.

I did call the possibility of a placement a couple of months ago when they purchased the Canadian interest.

Time will tell as the tug of war takes hold.
