Passive has got it in one. The councils planning fees create the bulk of the cost of a new block of land when they actually are allowed.
The developer is not making more than he historically has nor is the builder. The ratio of wages to physical houses (per square metre of floor area) has not changed.
It is only the cost of the block of land which has risen to the extreme ratio we see today.
