Dual claims to ownership of the "P" is one problem, the moral question is now being raised more strongly and some Governments and countries are following the UN line that Western Sahara are the legitimate owners and are not buying or making noise to that effect.
The same thing occurred with the offshore oil leases with some being dual claimed because oil companies made agreements with Morocco and some with the legimitate owners, Western Sahara, royalities should of course go to the WS government not the Moroccians.
