JH,
I think what Phrontist means by the ‘no debt’ comment, is that the debt/loan is secured by the Tax Credits.
The value of the Tax Credits exceed the value of the loan, so no 'net debt', if that's a term.
The above only applies if I have interpreted Phron correctly also
