I see two competing theories and I am not sure which applies....
either the writer of the announcement has a very poor grasp of English, or
a vast number of posters have a very poor grasp of English.
I'm erring to the latter because there's no way what that statement says means 5pc of 10pc.
still, great outcome for CYP holders to get the first one in the bag - on whatever terms TBH. A foundation to build on.
