Underwriters get paid to take on the risk of holding stock not taken up during the raise. They are effectively a safety net to ensure the full amount is raised.
If you are positive you will get the full raise done, why would you pay underwriters when you know they won’t be left holding any stock.
It shows confidence by the company.
