They can always ask shareholders to vote for the extra 10% capacity later, along with the equity deal they negotiate so you know what you are voting on. Asking in advance like this is a terrible play book on the ASX, because then they go and shaft you with a terribly priced placement rather than working hard to properly sell the company's potential to investors.
I will vote no to the placement capacity at this juncture as we don't know what the equity deal is yet.
