Your so-called memo is a 3rd rate forgery, which first appeared on 8 chan some time ago (the preferred source of information for most gullible conspiracy nuts).

* The header is wrong. * The formatting is wrong. * The Zipcode is wrong * There's no date * There's no author name. * There's no indication of to whom it was sent. * It's full of punctuation and capitalisation errors. * The phrase "At the time of the breach" is repeated at the beginning and end of the same sentence. * The language is laughably unsophisticated and overhyped.
Only a popcorn-addicted numpty would be gullible enough to fall for it.
