Where and when is the bottom for PLL?

Well here we are, it's almost October and we're almost back to where the year began.
Very disappointing year SP wise.
It was supposed to be a big year for PLL but so far not enough progress to get anyone interested in the stock!
We've moved through what I thought may have been the SP bottom at the last CR.

I'm starting to question myself if this project will actually get started or will it stall here behind the starters gate with the Lithium situation?

What do other good folk think?
