The development risk is only attached to TND, not TNK. stapling simply restricts the sale or transfer of an underlying security with that it is stapled to.
Provided TNK doesn't act as guarantor to TND creditors, it will continue to shelve development and liability onto a different entity.
so far only the proposed 6m will be the potential exposed assets upon creation of TND.
