The presentation of final post hearing submissions is a milestone event in the PE process, after which arbitration is closed for final deliberations. Anything now said by the parties has no effect on the final outcome so theoretically a PE update by FAR would have no effect on the final outcome.
No dream scenario here, also read the definition of declaratory relief and research into the arbitration process.
If the findings of the deal are that the deal is unlawful Senegal will have to intervene big time.
