Do not forget that Polymetals do not have any (or part) ownership of EAF dust, They could not therefore participate in program to increase efficiency.
The fact that they have walked out leaving staff etc, makes me think that they may become the operrators / jv partners of the recycling project. They processing skills are good. They have contributed to big efficiency increases at ther mill. They are well accustomed to the proposed projects. May be the early August data is for them to make a decision.
Speculation but plausible IMO.
