The Chairman issue isn't only about whether more expertise is needed to progress the project. That is debatable.
It is essential for the perception of good corporate governance.
If holders want to see institutional support, having a complete functioning board is a requirement.
In my opinion the appointment of an independent non-executive Chairman would be a step in the right direction.
