I'm working through some research at the moment trying to track down the exact plant.
There is a more relevant local standard for Sichuan Province called the "Water Pollution Standards for Lancang River and Minjiang River Basin" DB51/2311-2016 which is also applicable to the location of the new SUBRE plant.

Your document does have a nice comparison table to look at though.



The local Sichuan standards (DB51/2311-2016) for urban sewage treatment plants adopt the same guidelines as Grade IV Surface Water Discharge Standards (GB-3838-2002).


While the plant is in Mianzhu, it is under the jurisdiction of Deyang City Government, which is famous in Sichuan for having very strict environmental policies and being a very clean city. It is about an hour away from the capital of Sichuan Province, Chengdu.
