as Dungiven says this is most likely for Subre plants. The only sales forecasts we have seen for SPPs was $26 million for this 2019 year.
If they are needing to double production to the equivalent of about 14,000 a year of the smaller module to meet demand that equates to about $200 to $300 million of finished Aspiral and Subre plants.
Must be something lost in the translation, 2020 looks very promising but-------
