From my perspective it has something to do with it because I would like to think that the people in a position to serve and protect the public have a certain standard of ethical and civil conduct. It is very disturbing even to me (a nut case) that a person that I may encounter one day in possession of a deadly weapon has in them a disposition for malicious cruelty. I would speculate that a person capable of such an act would be more likely to participate in beating homeless for fun. Example below. Although, correlation does not imply future action, it is a display of character. The same way I would not trust a career criminal to be a Justice of the Peace. A big analogical difference, however intended to amplify a point.
