Problem for Labor, and by extension Australia, is even if Labor do have a good policy when in government, they lack the planning and management skills to successfully execute it.
Labor in government prove this time after time.
Incentives to households to install solar is a good example. The implementation by various Labor governments achieved the underlying objective of increasing the contribution by cheap solar to the energy mix. However, the way they did it had the direct result of people who could not afford solar directly subsidising wealthier people who could. They actually disadvantaged their own constituency.
