Yes it can.
Here is a perfect example of that on OZL Weekly chart.
Traders would have seen the 50% Fib surport as a buy with the stock so far out of the Bollingers it was a joke.
Notice on the Chart it pretty much Trades within the bollingers (if you set them right)so they would have known it would finish the week somewhere close to it, thus Forming a Hammer Candle.
They sold the next week only to do it again and form another Hammer which confirmed the bottom..
That was very smart trading imo..
If a stock is trading out of the bollingers by a long way it will come back to them soon 90% of the time..imo.
