They probably figured that it was going to be a long, hard road in the bight, and the Norwegians are very sensitive to environmental or social criticism back home. It could be that they see the NWS as a much greener (NOT) pasture . Now that STO/CVN have proven that there are still things to find up there they possibly see it as a much more attractive proposition.
