You can report but it is not illegal not to desex animals. Pet Shops sell animals which are not desexed - sadly most buying is impulse. Pet Shops give the excuse that it is not right for say a cat to be desexed before 6 months old (many vets still believe this). By that time the cat can become pregnant.

CPS and RSPCA desexed their kittens from 8 weeks of age and/or when they are at least 1 kg before adopting out.
